GeM and Textiles Committee Join Forces for Sustainable Procurement

Formalized via a Memorandum of Understanding during the 62nd Foundation Day celebrations of the Textiles Committee in Mumbai, this strategic alliance unlocks vital commercial channels for enterprises championing the circular textile economy.
The Government e-Marketplace (GeM) under the Ministry of Commerce and Industry has partnered with the Textiles Committee of the Ministry of Textiles to drive the procurement of eco-friendly merchandise derived from pre- and post-consumer textile waste, discarded scraps, and vintage garments. Formalized via a Memorandum of Understanding during the 62nd Foundation Day celebrations of the Textiles Committee in Mumbai, this strategic alliance unlocks vital commercial channels for enterprises championing the circular textile economy.
This collaboration establishes a comprehensive ‘Waste-to-Value-to-Market’ pipeline, converting discarded fabrics and secondary garments into superior, value-added goods accessible to public sector buyers through the GeM portal.
Under the terms of this agreement, the Textiles Committee assumes responsibility for identifying, authenticating, certifying, and acknowledging qualified manufacturers of sustainable textile goods. Additionally, the committee will spearhead stakeholder dialogues, educational workshops, market studies, and the drafting of precise technical parameters.
Concurrently, GeM will establish specialized product categories tailored for recycled and upcycled textiles, streamline vendor onboarding, build robust digital market pathways, and actively market these sustainable items to government purchasers. Comprehensive training and operational guidance will empower grassroots recyclers and artisans to navigate public procurement protocols with confidence.
Operating on a decentralized hub-and-spoke model, the Textiles Committee and its regional branches will drive grassroots engagement, mobilize local upcyclers, and refine catalog specifications suited for state acquisition.
Centering micro, small, and medium enterprises (MSMEs), women entrepreneurs, local creators, and circular innovators, this framework supports national initiatives including ‘Vocal for Local’, ‘Make in India’, and ‘AatmaNirbhar Bharat’.
The ceremonial signing was witnessed by Union Minister of Textiles, Giriraj Singh and Maharashtra’s Minister of Textiles, Sanjay Savkare. The document was executed by GeM Additional CEO Ajit B Chavan and Textiles Committee Secretary Kartikay Dhanda alongside key industry leaders.
Highlighting the vision behind the initiative, GeM CEO Mihir Kumar noted that bridging verification, standardization, and market availability generates consistent demand for items created from textile scraps, leveraging public sector scale to drive institutional adoption.
Ultimately, this venture fosters resource preservation, reliable livelihoods, and mindful consumption, propelling India’s advancement toward a circular, resource-optimized textile landscape and transforming commercial waste into sustainable growth.
